Summary

The Victoria Institute of Colleges was established on 9 June 1965 by the Victoria Institute of Colleges Act 1965. The Institute had been one of the major recommendations of the Commonwealth Committee on the Future of Tertiary Education in Australia (also known as the Martin Committee). According to Murray-Smith and Dare (1987, p. 385) 'the main aim of the new institute was to foster the developments of tertiary education in technical, agricultural, commercial and other fields of learning (including the liberal arts and the humanities) in institutions other than the universities'. The Royal Melbourne Institute of Technology was the first college to gain affiliation with the Victoria Institute of Colleges. In 1980, the Victoria Institute of Colleges was succeeded by the Post-Secondary Education Commission under the provisions of the Post Secondary Education (Amendment) Act 1980 (Public Record Office Victoria, undated).
